A few good questions

What if the list does not divide evenly?

Some teams contain one extra person. Maximum people per team creates enough balanced teams to stay within your limit.

Can a person appear twice?

Each input line is assigned exactly once. Identical lines represent separate entries, so remove accidental repeats before generating.
